What follows is his detailed account of concealed reservoir systems, coded chemical compounds, secret flight instructions and an international bureaucracy involving governments, intelligence agencies, airlines, scientists and contractors.
Yet Hals describes no sinister mastermind directing events from a hidden control room. Instead, he portrays something altogether more plausible—and perhaps more disturbing: a sprawling bureaucracy whose original purpose has become obscured by decades of competing government programs, scientific experiments, departmental interests and institutional inertia. Some operations supposedly concern weather modification and atmospheric surveillance; others have purposes considerably stranger. Whether any of them actually work is a question that eventually troubles Hals himself.
The most remarkable part of his account, however, concerns how such an enormous secret could possibly remain hidden. Hals insists that it has never remained hidden at all. Documents leak. Mechanics notice unusual equipment. Pilots talk. Amateur investigators photograph aircraft, compare flight paths and uncover suspicious contracts. According to Hals, the Directorate eventually realized that suppressing such discoveries was unnecessary. Instead, **Operation Tin Hat** was created around a brilliantly cynical principle: when somebody comes dangerously close to the truth, do not silence them. Join them, exaggerate their claims, associate their evidence with increasingly preposterous theories, and allow ridicule to accomplish what censorship cannot.
Eventually Hals decides that he has remained silent long enough. Armed with diaries, photographs and flight records, he prepares his confession for publication, only to encounter an unexpected problem: nobody wants to believe him.
Then one publisher offers a solution. Publish the manuscript as a novel. What follows is the book you are now considering.
